How to set navigations in a datagrid in ASP.Net with C#?

I already checked 'allowpaging' and 'Show navigation


buttons'.When I execute the application,there shows '%26lt; %26gt;' at the bottom of the grid.but I can't populate it(I can't click on it).Is it need any additional settings?
